How does dual graphics card on a computer affect performance?

I am choosing the option of hardware for a computer, and you can have either single or dual graphics cards. It is better to have a single graphics card or true dual capacity medium ones? PS I do not like designations for the cards. Long story. Just config which is better.

In general, a strong card outperforms two medium / low-end cards.
